An issue of considerable importance, involves the problem of how to simultaneously allocate a fixed input resources and set targets among a set of competing entities in an equitable way. Based on data envelopment analysis (DEA), the current paper proposes a new method for simultaneously allocating fixed input resources and setting targets to all decision making units (DMUs), in such a way that all efficiencies of DMUs achieve the maximal efficiency scores and the distribution should reflect the individual DMUs' scales of inputs consumption and outputs production. To illustrate the method, numerical results for an example are presented in this paper.
