with the improvement of project complexity, project management become important more and more, especially project schedule phase. Project schedule not only solve the project time conflict, but also project other resources conflict. So it is necessary to research resource constraints project schedule. The Resource constraints usually lead to project tasks delays and rework, because the tasks have to use serial structure and coupling structure. For solving this problem, the paper proposes a model based on design structure matrix (DSM) to optimize the serial structure and coupling structure, and sets time-factor (TF) parameters to consider the time impacts of the resource constraints. The model that integrates TF into DSM can optimize above- mentioned logical structures efficiently, and then shorten the project time effectively. Meanwhile, DSM applies simple calculation procedures to construct solution, and the used formulas in model are easily calculation, so the operation processes of project scheduling is very convenient. Therefore the model for project schedule and reasonable tasks sorting is highly practical value.
