This paper explores the issue of service innovation of Business Incubators (BIs). A survey were conducted in order to find the approaches and countermeasures of service innovation, the survey cover more than 100 senior managers and related people of BIs come from all over China. The results of statistical analysis indicate that the ways and countermeasures of services innovation as follows: based on the fundamental service, BIs should try to provide training and guidance for firms to improve their development capability, which can be achieved by establishing resources network, because network can provide the resources of development and professional services to firms.
