The study integrated a cognitive apprentice theory with a learning and knowledge base into a teacher development program, developed a "Teaching Excellence Mechanism for Vocational and Technical College Teachers" in an action research. In addition, it analyzed the effectiveness of the action research and explored the content of the proposed mechanism in order to provide a reference for the adjustment of the Teaching Excellence Award Plan. The results showed that the main purpose of the teachers using the mechanism are to "check the latest news/ events message", "access to education-related information", "self -enrichment and access new knowledge". They also use this mechanism to access the "Education Zone", "teaching treasure chest". Teachers think that a teaching excellence-based system should also include the functions of "other education related sites" and "provide more learning activities and information".
