To deal with the problems related to cross cultural companies' increasing welfare burden, especially the Sino foreign joint ventures, through reviewing and summarizing relevant papers, this paper points out the key for the human resource management of cross cultural company is management based on communication and understanding of the joint parties, which provides the base for establishing welfare. To simplify this issue and to establish mutual understanding , it introduces an example of birthday cake dividing by two parties to state the key to increase welfare without further investment is to take advantages of the company's cross culture character, i. e. not to think cross culture is a drawback for relevant human resource management but to utilize it. Guided by Porter's generic strategies, it suggests individualized welfare that includes introducing amusing competing party to enhance communicate, establishing career year fund plan etc. to increase its efficiency.
