Building Harmonious E-government at Chinese Local Level: Case of Cities in the Yangtze River Delta

Within China,building a harmonious socialist society has been high on the agenda of government leaders. This provides a broad policy environment and guidance to the general objectives of E-government application at local level. The paper explores the implications of harmonious E-government by setting up an analytical framework. We select the main cities in the Yangtze River Delta in China as an example to illustrate E-government applications related to the harmonious E-government construction. Cities in the Yangtze River Delta have taken the lead in China's information technology application drive. Using the analytical framework for harmonious E-government,this paper reviews the main cities' government websites,traces the transformations towards the harmonious city E-government,and discusses the next generation of harmonious E-government construction. Finally,this study proposes valuable suggestions to the government for future harmonious E-government development.
