Challenges and Strategies of E-government: Based on Four Stages Model

摘要

The construction of E-government in china has already obtained the encouraging breakthrough and the remarkable achievement. But there are many challenges of Chinese practice.Using the four stages put forward by Layne we analyze the challenges through technological,economic and social angle. Aimed at these challenges,this dissertation gives a set of strategies for the challenge issues of E-governance. We found that technological issue is not the only important factors,and the economic and social is important factors similarly. To answer the challenge we must use a set of strategies designed by technological,economic and social knowledge.
