The Development of E-government: Analysis and Model

摘要

Based on discussing the definition of electronic government,the paper proposes that some traditional Information and Communication Technologies(ICTs) used in government work such as 911 emergency telephone and 311 non-emergency telephone,broadcast,and television as well as newsreels and documentary film,should be regarded as special kinds of E-government,additionally,some new ICTs,mobile phone message and digital television applied in governance are new types of E-government. As the development of these E-governments can not be well explained by the existing models of E-government development,a three stage development model for E-government is presented on the basis of the technology adopted in E-government.
