Performance Observing and Assessing in the Western Public Sectors and Its Enlightenment

摘要

According to the experience of western countries,performance evaluation of the public units is a result of the movement of new public management,and as a new form of public choice theory,business-oriented government theory,agency theory and theory of governance systems. This paper has discussed drawing on Western countries' advanced experience to explore and establish suitable performance management model for China's national conditions of public sector.
