An Analysis of the Behavior of Politicians in Institutional Transformation within Chinese Government

Government reform is a non-Pareto change,along with the re-adjustment of interest pattern.In classical theory of institution changes,government appears as the supplier of institution. The paper said the traditional framework of institution changes suitable for the description of the economic institution,but as for non-Pareto change,such as the reform of government institutions,the government will no longer be the supplier,but the demander. There are different interest groups inside or outside government,which prejudices the promotion of reform,to break this stalemate,there must be "key actors". This paper studied the behavior of politicians who are conducting government reforms deeply. By introducing the concept of "key actors",it describes the behavioral characteristics functions and restrictive conditions of institution government.
