City Community Autonomy: 'Dual faces' and 'Dual Governance'-Research on Society Grass-roots' Management and System

摘要

Community autonomy features the "dual faces" facing the community and government. It is of dual responsibilities,dual tasks and dual authorities and it follows the principle of "grassroots self-governance" rather than "mass self-governance". In this sense,community autonomy should be entailed the dual-governance of autonomy and administration.
