This paper provides an overview of a comprehensive approach to the evaluation of road pricing schemes. It builds from work undertaken by the author in developing the evaluation framework for the Auckland Road Pricing Evaluation Study, and on other projects. Key lessons are that: Early consideration of the evaluation framework is important to ensure that detailed assessment processes are carried out in a consistent and coordinated manner The desired evaluation criteria will drive the development of transportation, financial and economic modelling approaches, with the transportation model providing the 'engine' that nearly all other indicators will be driven from. Ultimately the evaluation framework has to present decision-makers with clear, consistent and concise information to assess the feasibility and desirability of the different road pricing scheme options. A combination of qualitative and quantitative measures is likely to be necessary to cover all areas of interest.
