A Practical Approach for Jump-Starting E-Governance in Technologically Disadvantaged Developing Nations

This paper outlines conceptual and concrete implementation techniques to jump-start e-governance in developing nations. It provides a vehicle for information exchange, outreach programs, regulatory policy, efficient governance and accountability framework, which in return will provide opportunities for the business and local communities to reach beyond their immediate vicinities. The model uses Web Portal as the nucleus of e-government with four layers of implementation to connect seamlessly the central government, local governments and citizens.
