INTERGOVERNMENTAL COORDINATION AND COMMUNICATION ONUNITED STATES DEPARTMENT OF ENERGY SPENT FUEL SHIPMENTS:Building Trust and Partnerships

In response to the intense public concern and wide-spread interest in transportation of radioactivematerials, the United States Department of Energy (DOE) developed programs that focused onimportant opinion leader groups and standardized processes that engaged representatives ofgovernmental bodies (state, tribal and local governments and other federal agencies) in shipmentplanning. The state and federal participants represented agencies with responsibilities fortransportation regulation, law enforcement, or public health and safety. Because of the involvement ofthese partners, DOE has been successful in meeting its program commitments. The processes includeddevelopment of transportation, security and communications plans which outlined the responsibilitiesof the DOE, its carriers, the state and tribal government agencies and other federal agencies, such asthe Nuclear Regulatory Commission and the Department of Transportation.
