Managing risk in nuclear decommissioning

This paper describes the development of BNFL's Waste Management and Decommissioning programme, initially on the Sellafield site. It briefly describes the background in terms of the business and working environments and the challenges presented by these. The authors then explain the various regulatory and risk challenges. The paper is chiefly concerned with the response to these challenges and the processes developed within the group to advance improvements in both safety and organisational culture which have resulted in a significant decline in conventional injury rate and also in events associated with the nuclear site licence.
