There is a common expectation, or perhaps a belief, that government departments act slowly, and that their response to any situation, even one which may be generally perceived as critical, will take so long that recovery is at least difficult and perhaps impossible. Such a feeling was illustrated by collapse of a roadway in the New South Wales snow country, and an incident, involving a town council, on which the author reported three years ago. However, there has been another recent case which has shown that a government department can respond rapidly under crisis.
