This paper considers the issues of integrated operation cost and train capacity of the sea-rail combined transportation system after the container flows to the port under the conditions of ship delay and multi-time window constraints. We express the problem as a dual-objective stochastic programming model and design the NSGA-II algorithm to solve the problem, to maximize the train traffic volume, and reduce the cost of the sea-rail intermodal system after the container flows to the port. This paper designs a simple example to verify the effectiveness of the model and algorithm. The results show that the harbor can use pre-arrangement to reduce the costs involved, and can make appropriate loading and unloading plans for different pre-arrangement and uncertain situations.
