1. "The objective of this chapter is to restore and maintain the chemical, physical, and biological integrity of the Nation's waters." 2. "[l]t is the national goal that the discharge of pollutants into the navigable waters be eliminated by 1985." 3. "It is the policy of the Congress to recognize, preserve, and protect the primary responsibilities and rights of States to prevent, reduce, and eliminate pollution, to plan the development and use (including restoration, preservation, and enhancement) of land and water resources, and to consult with the Administrator[.]" Clean Water Act does not allow: 1) Discharge "Discharge"' = "addition" of pollutants to water 2) of pollutants Specifically defined in list 3) from a point source "any discernible, confined, and discrete conveyance" Regulation of "non-point sources" left to States 4) to navigable waters (Waters of the United States) Surface water - pending rule revisions 5) without a permit Must also compy with "effluent limitations" and other conditions in permit.
