In order to reduce security risks by outsider and insider, JAEA is on-going to raise the security level in accordance with the Japanese domestic regulation for reprocessing plant and through constant voluntary improvements. In the reprocessing plant, since a large amount and several types of nuclear material (NM) are handled, the effective physical protection measures have to be considered them for the unauthorized removal and sabotage appropriately. Against the outsider risk, we newly established and enforced a limited access area and SAS (Secondary Alarm Station), etc., in 2014 and they are working effectively from the timeliness viewpoint. However, for the insider risk, we think that applying the combination of several effective physical protection measures including strong nuclear security culture effort comprehensively are very effective. In Tokai reprocessing plant in JAEA, to reduce insider risks, implementation of many kinds of nuclear security culture efforts for employee and executive managers (building an environment that it is very difficult for insider to act security events in the facility and open workspace environment in the office), implementation of trustworthiness program including observation of acting, implementation of surveillance to inner area, etc., access control (personnel, packages and vehicle), introduction of two person rule and implementation of planned education and training, etc. are being conducted according to the fiscal year schedule. By engaging those measures, we believe that the security risks by insider can be minimized. In this paper, we introduce our insider threat mitigation methods and discuss their effectiveness and best approach for enhancing the security in the reprocessing plant.
