To satisfy the TT&C and communication needs of aviation and aerospace flight vehicle, it is necessary to construct integrated Space-Air-Ground TT&C and Communication network with all-sided covering and flexible networking. The three-layered architecture of the integrated network is designed, and the composition, function and feature of each layer are discussed. By taking the advantages of good mobility and deployment of space tracking ship, consider the role and function of sea based platform in integrated Space-Air-Ground TT&C and Communication networks, and propose networking mode based on formation centre and sea based node relay.
