In Ethernet passive optical network (EPON), the distance between optical network units (ONUs) and optical line terminal (OLTs) is in a large range of changes. Only dividing ONUs into a network according to locations will influence the user's QoS. In view of this situation, this paper puts forward a planning strategy of ONUs clustering. We first consider the economy, network delay and network reliability, and establish the cost model, the reliability model and the network delay model. Secondly, we plan the number and location of access points (AP) and the method of clustering ONUs, and use the genetic algorithm to obtain the optimal clustering scheme of ONUs. Lastly, the simulation results demonstrate that the ONUs clustering method can achieve the optimal construction costs of the network, at the same time the method also can meet the requirements of network delay and reliability.
