Computer programming is an essential skill as an important competence for the development of problem solving skills in addition to logical reasoning and computer programming skills. This research was aimed to design and develop a constructivist multimedia learning environment enhancing skills in computer programming. Developmental research (Type I) was employed in this study. Several methods used were document analysis, survey and case study. The following were: 1) examined the principles and theories 2) synthesized designing framework 3) designed and developed according to the above mentioned designing framework, and 4) evaluated the efficiency of the constructivist multimedia learning environment enhancing skills in computer programming. The results revealed that: 1) The constructivist multimedia learning environment comprises of 8 components as follows: (1) Problem base (2) Resources (3) Related case programming (4) Cognitive programming tools (5) Computer programming skills lab (6) Collaboration (7) Scaffolding (8) Coaching Centre. Also the constructivist multimedia learning environment was found efficient.
