This Paper proposes a graph theory / greedy hybrid algorithm to find the optimum number and locations of high-precision phasor measurement units, termed as micro-synchrophasors ($mu$ PMUs), to be used for monitoring of distribution networks. The proposed method aims to satisfy full network observability with a highest possible observability redundancy index; even under the condition of network reconfiguration. This method shall be implemented on IEEE 13-node, 33-node, 34-node, 37-node and 123-node test feeders to check such results, comparing it with other methods.
