In Taiwan, the highway network, which has been extended throughout the plain andmountainous areas, is vital for daily life and tourism. However, several disaster‐prone areas alonghighways are frequently damaged by severe weather during the flood season. To actively preventpeople from being injured, innovative early warning systems involving watershed and riskmanagement have been proposed in Taiwan. The concept of watershed and risk management forhighways involves adopting a representative rainfall station to select various precipitation indicesthat can be used to monitor the highways. In addition, four steps of the early warning system, namelyjudgment, deployment, early warning, and response, were adopted to complete mobilization work.Implementing this system has achieved the target of no casualties over the past four years.
