THE ITS DEVELOPMENT STRATEGY IN THE CONTEXT OF LOW-CARBON TRANSPORTATION

In this paper, based on the discussion of the meaning of Low-Carbon Transportation system, according to analysis the specific function of the four main measures in supporting the development of low-carbon system, the roles of ITS subsystems are expounded in the context of accelerating the development of Low-Carbon Transportation. Then, from the function analysis of the five main ITS Subsystems and the evaluation dimensions (objective consistent, technology maturity, enforceability, urgency, economy benefits, social benefits and industrial prospect), the evaluation system are constructed, by using the method of AHP (the analytic hierarchy process), in-depth evaluation of the intelligent transportation subsystems and the weights of ITS Subsystems are calculated. Finally, the importance and priority levels of ITS subsystems and the related developing advices are put forward.
