Conduct of Operations is about reducing human error by consistent operation and repeatability ofresults. Celanese favors the use of checklist and forms for various conduct of operation activitiessuch shift instructions, shift change, operator notes, and operator evaluation. These forms are anexample of good practices that can be shared across our global operation to get consistent results.Analysis of Loss of Primary Containment Incidents (LOPC) data indicates that about half ofcauses can be attributed to failure of conduct of operation systems. That statistic, combined withdata obtained from a strength, weakness, opportunity, threat (SWOT) analysis indicates that thatthere is an opportunity for reduction in incidents by addressing the conduct of operations causesby sharing best practices through internal networks.This paper will describe how to share conduct of operations best practices by the formation of aglobal best practice network. This network includes: periodic corporate conference calls,implementation of programs and milestones, a place to share information on a common intranetportal, and continued communication along all levels the organization.
