This paper discusses the development of a dashboard tool to communicate key performancemeasures (KPM) related to delay and costs of delay incurred by commercial vehicles entering theUnited States (US) via international land border crossings. The paper discusses framework andimplementation aspects of such a dashboard. These include collection and processing of delayand economic cost data, design of dashboard interface, calculations of performance measures andfinally it’s intended use to stakeholders. Two sets of metrics or KPM’s are discussed within acontext of international land border crossings - first pertaining to delay measures and the secondpertaining to economic costs of delay. The paper discusses definitions of “true delay” at bordercrossings and discusses several delay measures and the development of the same at varyingtemporal resolutions.Based on a review of previously developed dashboards, the authors believe this is a firsteffort in which highly granular delay related Intelligent Transportation System (ITS) data isintegrated with economic components of delay in the arena of performance measurement. Theresearch focuses on delay incurred by freight community while crossing the international landborder crossing. Finally, the paper discusses data gaps and other theoretical issues that need to beaddressed in future to advance the discussion of delay measure and its consequences atinternational land border crossings. Regardless of challenges, we believe that there is significantpotential for dashboards to enhance planning process among stakeholders and for optimizingtheir decision-making processes at international border crossings.
