EDUCATION AND TRAINING OF IC PROFESSIONALS FOR PROJECT DESIGN FROM THE PERSPECTIVE OF THE EPC CONTRACTOR

This paper discusses I&C resource needs for staffing and executing major nuclear capital projects from the perspective of an EPC (Engineering, Procurement, Construction) contractor during the engineering design phase of projects. The development of design teams combining professionals with expertise in a range of nuclear work including the nuclear fuel cycle, nuclear power generation, and site remediation with others having expertise across diverse industrial and manufacturing backgrounds is discussed. Standard project deliverables are reviewed and a characterization of the typical I&C design team's responsibilities, skills mix, organization, and size is presented. Profiles of nuclear project team member's requisite knowledge, experience, and professional proficiencies are presented with comparison to I&C professionals with backgrounds in non-nuclear industries, including other regulated or high consequence industries such as Pharmaceuticals or hazardous chemical manufacturing. Generic training required to conform to the corporate quality assurance and safety culture, project specific execution approach, nuclear industry QA and regulatory requirements, and I&C technical training designed to bridge any knowledge gaps identified for personnel with non-nuclear backgrounds is discussed.
