The Study of Financial Expenditure and the Construction of Pension System

In the process of the transition to market economy, a series of social problems such as income distribution, social security, education and health care have appeared in China with the rapid economic development. There is a need for Chinese government to provide more public financial expenditure to people's livelihood issues. Pension system is one of the most important areas of people's livelihood. This article expounds Chinese government's policy direction of improving and optimizing people's livelihood and the structure of financial expenditures to basic pension system; analyses the relationship between financial subsidies and the construction of basic pension system and elaborates that the fiscal policy of paying more attention to people's livelihood is of great significance to social stability and the sustainable economic development.
