The fiscal financial system construction in forest areas of Liaoning Province in the farmers' perspective

After the forest tenure reform, farmers' production enthusiasm get to an all-time high, but the results of the survey show that farmers' production investment has not increased significantly. This paper analyzes the present stage of Liaoning province forest imposition of investment and financing situation, find that the forest rate suppress, financial institutions business single and forest internal funds can't rational utilization, which has resulted in farmers financing difficulties, which affects forestry production investment. It proposed that forest area credit policy should be relaxed, and develop forest right mortgage loan business, and make the rational use of internal funds and other suggestions.
