The optimization of vehicle use and route choice is not only a focus works in a distribution center planning, but also an important way to improve operational efficiency and effectiveness of distribution centers. This paper considered the operational plans formulation of a distribution center, taking some relevant factors into account, including user demand conditions, distribution center equipped with state vehicles, vehicle use costs, and road network condition and so on, and then built a bi-level programming model to reflect the vehicle use and routing choice in a distribution center. In the upper-level planning, the objective function is to minimize the total cost of all vehicles and the variable is the using number of variety vehicles; while in the lower one, the objective function is to minimize the total mileages of all vehicles and the variable is the conditions of different users needs assign different types of vehicles. After modeling, the proper algorithm was designed to solve it. Finally a case was calculated.
