The George Kuzmycz Training Center (GKTC) for Physical Protection, Control and Accounting of Nuclear Material was established in 1998 at the Kyiv Institute of Nuclear Research by the collaborative efforts of the United States and Ukraine. The GKTC was designated by the Ukrainian Government to provide Material Protection, Control and Accounting (MPC&A) training and methodological support for the Ukrainian nuclear industry. In 2010 the GKTC conducted a training needs assessment for Ukrainian MPC&A specialists. The objectives were to acquire detailed information concerning the number of MPC&A specialists and protective force (PF) personnel who would require further advanced training in coming years. The results of the training needs assessment clearly indicate that the GKTC will have to develop a number of new training courses in the near future. Some training courses are already being developed. In addition, the operations of PF units guarding nuclear facilities have quite a few specifics, and the GKTC has already initiated the development of dedicated training courses for the personnel of protective force (PF) units. The training needs assessment in the area of physical protection (PP) demonstrated that without the appropriate equipment and PP training infrastructure, it will not be able to meet the training needs of Ukrainian facilities. This is particularly true of training the personnel maintaining PP equipment, those who carry out vulnerability assessment, and those who conduct performance testing. The GKTC is currently working on the construction of an Exterior Physical Protection Training Site. The purpose, of this site is to simulate the PP systems at actual nuclear facilities including the integrated PP equipment. Such a site is essential for the integration of theoretical knowledge with the practical skills needed for the PP and PF personnel to more effectively operate PP systems in the performance of their duties. This paper briefly describes the work done to provide initial and advanced training for Ukrainian specialists in the area of PP. It also cites actual results and prognoses for 2010-2012 on the way to achieving the GKTC's objectives.
