Research on System Perfection of Land Contract Management Right Transfer: A Case Study of Heilongjiang Province

摘要

The purpose of this paper is to discuss how to perfect system of land contract management right transfer in Heilongjiang Province after the Third Plenum of the 17th Central Committee Communist Party of China, to put forward rational and feasible advice for system perfection of land contract management right transfer in Heilongjiang. Methods of documentation, empirical, and normative analysis were employed, beloved from current transfer situation and policies. According to analysis of transfer situation and problems, the paper discover the weakness of legislative regulation on land contract management right transfer of Heilongjiang, and draws conclusions in formulating the Administrative Regulation on Rural Land Contract Management Right Transfer Of Heilongjiang Province, to guarantee healthy development of land contract management right transfer.
