The writer modeled the measure of gray multilevel integration (AHP-GRAP model) with the combination of analytic hierarchy process and Grey Relation Analysis. In addition, empirical evidence was also analyzed by using the data. The contributions of restructuring were well-evaluated. The value of evaluation showed that the evaluation value was increasing. The benefit of restructuring was rising year by year.
