The experiences of hazardous waste management in the past decades and current status of increasing disposal facilities in China call for environmental risk management imperatively. Considering groundwater contaminated by leachate is tne severest environmental risk during the whole life of hazardous waste landfill (HWL), the management items concerning risk avoidance and precaution of this representative risk type are deemed as the research object. A synthetic method based on analytic hierarchy process (AHP) was adopted to establish an assessment procedure for the quality estimation of HWL management. On the basis of decomposition and hierarchy structure formulation of HWL management system, 19 indices were identified and screened to constitute an assessment indices system. The determination process of indices weights revealed that response mechanism, seepage prevention system, and environmental inspection were the most important factors with significant impact on the hazard degree of groundwater contamination in the vicinity of HWL, and should be emphasized during the management process.
