Lessons and Experiences for PCB Inventory

摘要

Implementing environmental sound management of Polychlorinated biphenyls (PCBs) to comply with the Stockholm Convention on Persistent Organic Pollutants set for 2025 and 2028 remains a major challenge for most of the developing country Parties and Parties with economies in transition. A reliable PCB inventory is the first step in professional PCB management and will help to meet the aims and deadlines and rid the world of PCBs. This paper is intended to analyze and summarize the lessons and experiences for PCB inventory in developing countries when they prepare their National Implementation Plan (NIP). Also, some countermeasures on how to establish a comprehensive PCB inventory by a step-by-step approaching in developing countries in this paper, especially focusing on the awareness rising, stakeholder participation, sampling and testing and PCB database development and management.
