Dilemma and Solution: Path Selection for the Construction of Service- oriented Government in China

摘要

The construction of service-oriented government is the common goal of the development of modern administrative ideas and governance patterns under the background of economic globalization. Service-oriented government is supposed to be an integrated entity of a limited government, a government by law, a democratic government, a responsible government and high-performance government. This paper systematically sorts out the practices of service-oriented government construction and analyzes the dilemma and solution appeared in the process of construction which is the lack of the systematic "service" theory argument to guide the system construction, the defective performance evaluation system and the insufficient public participation. In current situation, the path of the construction of service-oriented government in china is establishing the notion of service management referring to the basic concept of western new public service theory, cultivating the consciousness of participation of citizens and constructing citizen-oriented performance evaluation system.
