With the development and progress of society, governments are facing more social public problems than ever before, and the trend of the need for public service is significantly increasing. It has become a common demand for the nations all around the world to build responsible and capable governments. Since China's reform and opening-up, non-governmental organizations have been playing more and more important roles in politics, economy, culture and social activities of our country. To transform the philosophy of development, to innovate the approach to development and to support and enhance the growth of non-governmental organizations are clearly defined in the philosophy of China's responsible government.
