China has not formed a group of outstanding enterprises, which have independent intellectual property rights, famous brands and strong international competitiveness because of the low-end manufacturing industries status with low value-added; there are still significant gaps between us and international advanced level. By enhancing the capability of independent innovation, industrial restructuring, transforming economic growth way, it is the current important strategic objectives to change from "Made in China" to "Created in China" historically and build China into an innovative country.As the main body of independent innovation, enhancing innovation capability is the inevitable choice of manufacturing enterprises under the knowledge economy. The present form of national innovation system has its specific historical background. This also results the two-way lacks of effective supply from scientific research units and the effective demand of enterprises for technological achievements. I t is also the crux why the current innovative mechanism cannot be integrated into the design system of enterprises and country, and cannot be concerned or even aware of by the researchers and managers. Design innovation is precisely the connection between both sides, so that effective demand and effective supply docking can be achieved, besides this, there is not any alternative. Therefore, no matter in the level of enterprises, industry or country, embedding design innovation mechanisms in China's economic development is the inevitable choice for changing the present mode of economic growth and enhancing the innovative capacity of enterprises and the national competitiveness.Entrepreneurial activity is a spiraling cycle process, its essence lies in the integration of resource production and deployment through management innovation. That realizing the proliferation of business value continuously in whole running process of enterprise, becomes the second core competencies.Aims at adjusting the national industrial structure and changing the mode of economic growth, the paper advocates to classify the enterprises according to 3 factors as manufacturing strategy level, value growth mode and developing stage of enterprises, summarized the commonality of design innovation in different types of enterprises; it is also a new ruler for measuring the enterprises' state of economic development and strategic transformation. The way enterprises engaged in creative design activities is closely related to the type of businesses, the mechanisms of innovative design will be restricted and affected by the environmental conditions within and outside the enterprise. We will analyze the innovative mechanisms and content from internal and external sides.Within the enterprise, design innovative mechanism is constructed of driving-sub-system, operating-sub-system and maintaining-sub-system. Outside the enterprise, design innovative mechanisms rely mainly on policy and are supported by mature "regional design industry chain ".That the government introduces policies for regulating the market mechanism, djusting the industrial structure, building the industrial chain, establishing statistical system for design, reforming design education and establishing a CDITASP, is a current key external mechanism for serving business transformation.The relevance as starting point, stage and the related industries of Chinese manufacturing enterprises are different; the situation is complex. To ensure the design innovative mechanisms summarized are both universal and targeted, that a new type of business for sorting out the design innovative mechanisms as driving, operating and maintaining mechanisms is proposed in this paper; then, the active power for enterprises design innovation, the main method process and related post setting, management systems and evaluation criteria are clarified.
