When it comes to mountainous expressway construction, the eye of attention usually lands on the subject of security. Performing a risk assessment of potential hazards on construction sites are critical to the on-site security.. As the disadvantages of the LEC assessment becomes more clear, in terms of evaluating hazards of mountainous expressway construction, this paper proposes the MLES risk assessment, which takes into account the degrees to which harmful factors are controlled on the construction site. Other advantages this method offers are comprehensive estimations of all kinds of losses caused by hazards whose damage is examined from such aspects as casualties, property loss, environmental damage and a given accident's impact on the construction progress. The stated comprehensive estimation enables engineers to create and enable effective counter measures to curb or control hazards. The MLES risk assessment can be used either to estimate the effects of an individual hazard, or comprehensively evaluate the risk of a work unit based on an examination of each hazard embedded in the work unit.
