The project constituted Jinan City E-class GPS control network, 5″-class GPS control network and the fourth-order level network, providing high-precision geodetic datum; field work laid the aerial photography ground signs, adopting GPS to plate conjunction, gaining the three-dimensional coordinates of photograph control points, obtaining ground features in spatial point locations and attribute information throughput photo annotation. Indoor work used digital photography system DPS, firstly to scan 1:4000 scale aerial photography film by Ultra Scan 5000 scanner, to form digital images; secondly to perform digital aerial triangulation by Geolord-AT software; adopting DPS software such as VirtuoZo 3.6, Jx-4C to interior orientation, relative orientation, absolute orientation, to create epipolar ray images, to carry on image matching and editing, to make use of contour lines, elevation points, feature lines to build Tin, thus to form regular grid DEM; to access digital orthophoto DOM by digital differential rectification for digital images; to acquire initial Digital Line Map by stereocompilation around stereo-environment; to transfer it into the MapInfo software platform by secondary development for spatial data vector editing, new ground features filling-in measurement data input, attributive Data input; to establish 1:1000 scale Jinan City electronic map with high-precision and all elements whose area reached 230 square kilometers. It would update Jinan City electronic map to apply RS technology. Coordinates and elevation of underground wells and telecommunication pole by determination of total station should be entry into MapInfo software based on the electronic map, vector data should be edited each layer and attribute data should be input for all data of telecommunications machine-line facilities, should be overlaid into electronic map; to achieve the integration of vector with raster data, the integration of spatial data with attribute data. Telecommunications infrastructure management database and telecommunications graphical machine-line resources management system with facility maintenance function had been emerged. This system possessed a lot of functions such as maintenance, management, acquisition, modification, query, statistics and analysis, could perform auto-wiring, wiring a timely manner, obstacle analysis, asset management, pipeline-aided design, optical fiber cable routing-aided design, potential users analysis etc., to achieve the professional and scientific management of telecommunications industry. This paper described the method and accuracy of GPS control network,plate conjunction, photo annotation; the technology main point of founding Jinan city electronic map with high-precision and all elements by DPS and GIS; technique means of applying RS to update electronic map; and process of establishing telecommunications graphical machine-line resources management system.
