As the largest tributary of Yellow River and the "Mother River" of Guanzhong Plain in Shaanxi Province, Wei River plays a great role in the development of West China. And the inter-basin of lower reach of Wei River is the key economic district of this region. In this study, a modified TOPMODEL with infiltration excess runoff was developed and applied to the inter-basin of Lower Wei River. For some sub-basins on the south bank of study area, the proposed model performs well. The simulated streamflow in every sub-basin was routed by Muskingum approach to the main hydrological station or the outlet of basin, and superposed to obtain the streamflow at outlet of the study area. When the inter-basin inflow was considered, the simulated streamflow at the main hydrological stations were analyzed. And the simulation results with and without the south inter-basin inflow were compared. The results showed that the simulated streamflow at Lintong with the south inter-basin inflow between Xianyang and Lintong hydrological stations were closer to the observed streamflow than the one without the south inter-basin inflow, and the streamflow simulation based on the proposed model was the key issue for this region. However, the difference between the simulated streamflow at Huaxian with the south inter-basin inflow and the one without inflow was little.
