In post-crisis period, administrative examination and approval system reform has already received the attention of local government, which is considered as the important action of improving investment environment and building service-oriented government. Zhejiang province, seriously influenced by financial crisis, explored a new government agency pattern through the mechanism innovation, in the foundation of the earlier period of administrative examination and approval. In this paper, we investigated Yuhang agency of project approval as the representative of government agency by depth interview. The conclusion is that, the difference of Yuhang agency of project approval between the directive examination and approval pattern, the agency pattern, the conformity combination pattern lies in four new functions. Firstly, it is a new method of raising administrative efficiency by project management. Secondly, it is a new construction way of administrative service center. Thirdly, it is conducive to the close ties with the masses of cadres in order to improve government staff's quality. Fourthly, it is conducive to supporting the reform of administrative system. However, the standard market of agency will certainly to substitute for government agency pattern in the long run. Therefore, we put forward some rational proposals to make up the limitations of Yuhang agency pattern of project approval finally.
