Urban and rural harmonious development is not only a requirement of scientific development, but also the urgent need for modernization. In this process, building a unified land market between urban and rural area is the fundamental requirement. At first, the paper shows the necessity to build a unified land market between urban and rural area. Then, the paper analyzes the difficult system position to unify land market between urban and rural area. Finally, the paper raises the countermeasures to reform the land law and system.
