In October of 2007, three of four embankment sideslopes associated with the 9~(th) Street East crossing of I-94 in Fargo and West Fargo, North Dakota, failed.A definitive determination of the failure mechanism was paramount to successful reconstruction - the failure masses could not be effectively removed, relocation was not an option, and it was desired to have the reconstruction work substantially complete for bridge construction in 2009. This was accomplished with analytical models that: (1) replicated the progression of fill-induced pore water pressure and settlement prior to failure, (2) demonstrated a reduction in embankment stability consistent with the timing of the failures, and (3) validated the deformation, hydraulic, and strength parameters required to qualify reconstruction alternatives relative to stability and performance.The embankments were reconstructed with earth and lightweight (foam) fill. Reonstruction instrumentation provided further validation of the analytical models, bringing the project to a successful conclusion.
