IDENTIFICATION OF KEY AIRCRAFT PARAMETERS RELATED TO AIRPORT CHARGE QUANTIFICATION

The complexity, determination and the total amount of aircraft charges differ from airport to airport. Besides the long-established takeoff/landing charges, passenger charges, ground handling charges and terminal navaid charges, a growing number of airports levy aircraft environmental charges, which take local noise and engine pollutant emissions into account. This paper focuses on the analysis of those individual airport charges with respect to the identification of aircraft specific key parameters. This analysis of airport charges was based on 425 airports with their individual charge components covering more than 70% of all landings worldwide. In total, nine different charge elements were identified, whereas a basic landing charge, considered to be the most important charge, was applied at all investigated airports. Only a few aircraft and operational parameters were identified as the most important affecting airport charges. As the most important parameters, aircraft′s maximum take-off weight (MTOW) or maximum landing weight (MLW) influence all aspects of airport charges except passenger related charges, service charges and terminal user charges. For these three charge elements the number of passengers is the main input parameter. Beside aircraft also operational parameters have been identified influencing the amount of airport charges. The most common operational parameter is the flight type. Many airports distinguish in their charge structure between domestic and international flights. Altogether, this work is a basic investigation of today′s airport charges which levels the path to develop generic airport charges which can be used to enhance available DOC methods.
