The role of schedule delays on passengers’ access mode choice to international hub airports: areas local to Kansai International Airport

We empirically examined passengers’ choice behavior to gain insight into the valuation of different access modes to international hub airports from local areas. In considering access to hub airports, passengers actually evaluate the level of service variables of access modes, such as travel time, travel cost, waiting time at hub airports and scheduled delay cost. Of course, an increase of frequency will reduce waiting time at hub airports. However, when passengers determine which international flights to access at hub airports in advance, and the flight departure time is fixed, they consider not just frequency of access modes but arrival timing at hub airports and departure time from home, that is, convenience of scheduling. In particular, a low frequency of options would be expected in local areas, which is a significant issue on the demand side. We empirically examined passengers’ choice of access mode to hub airports to include this convenience of scheduling among service variables and calculated the value of scheduled delay. The results help shed light on the possibility of price discrimination to meet passengers’ scheduling needs to a certain degree.
