Risk Assessment on Tender for International Petroleum Project Based on FHW

摘要

International petroleum project tender is of strong political overtones, high sensitivity, intense competition. To win a tender and implement the project smoothly, an effective assessment should be given for tender risks. Based on the construction of risk indicators system,, it carries on risk assessment on a petroleum project tender with the model of Fuzzy Gray Matter-element Space. The results show that its overall risk is moderate, then, the main tendering risks are identified.
