With the increases of new airplanes and new international airlines, airline companies in China concern extremely the appropriate ratio of the pilots to airplanes. During the implementation of flight tasks, since pilots must abide the rules of work and rest time, some aircrews have to station in a certain foreign city and they could not be assigned to other tasks. Given the sets of airplanes and their assignments, the pilots demand forecasting problem with the aircrew stationed on the non-local station is to estimate the suitable pilot-plane rate. The structural factor which reflects the specialty of the flight tasks is considered. A mathematical model and an algorithm were proposed for this problem. The model has been applied to practice successfully.
