New Public Management Evolution and Evaluation

摘要

This paper outlines the evolution and evaluation of new public management in the world. It begins with a definition of new public management and the concept of capacity building before briefly describing the spread of new public management throughout the world. The paper addresses the issue of new public management with reference to the overlapping terms of privatization, decentralization and civil service reform, commenting on the influence they have had in most countries including China. After reviewing relevant literature concerning new public management in the most countries, the paper proceeds to analyze this new public management innovation in more detail. The analysis proceeds by examining in turn the origins and concept of new public management, this paper is dedicated to discussing three different models is in new public innovations, shows the combination of factors driving new public management reforms, drawing insights from both developed and developing countries. The final section explores an question of evolution, even limitations of new public management innovations.
